One-page United States government document, dated June 12, 1816, signed by James Monroe (1758-1831), fifth President of the United States. The document, which is both printed and handwritten, certifies that "Jacob Lewis Esq is appointed by the President of the United States Agent for Commerce and Seamen of the United States for the provinces of Venezuella, Cumana and Mareacabo, on the Spanish Maine." It has been signed in black ink (grading "8") by "Jas Monroe" as Secretary of State. The original seal of the Department of State remains affixed in the lower left corner. The document (8 x 9.75 inches), which has been mounted onto a cardboard backing (by means of adhesive), is toned and displays three horizontal folds, along the lines of which are a few small tears.
